Judge Dee is a vampire and a judge of vampires. His sidekick Jonathan is not a vampire. Together they investigate a case of a vampire killing another vampire.

Vampires have laws. The laws are important and also precise and so require judges. Judge Dee has some aspects of Judge Dee of Robert Van Gulick’s stories (themselves based on a Chinese novel of the Ming period, based on a real person of the Tang period. It’s complex.) 

Also the name Dee for a vampire with a sidekick called Jonathan suggests another vampire.
